Error Code 2054 when installing MS Office Volume license

Installing a volume license on 5 new computers 1 is getting error code 2054. have already uninstalled apps used scrubber turn off firewall etc. even did a clean wipe and recovere os back ot 0 with no other software only installed updates and still no luck. same install configure file worked on the others. Any other suggestions
