Since PowerShell reports (Get-VM) all is functioning normal it appears to be an issue with the Hyper-v management GUI. Might try moving to another host.

Hi Team,
We have a Hyper-V Server2019, it is running but can't connect with RDP and server manager. The screen is black and in Hyper-V manager shows a lost heartbeat communication. Could you please advise how to connect? I tried shutdown and starting but the result was the same.

Might check the settings here and if needed turn off, reboot, turn on again.

One VM or all? RDP from another desktop? What do you get from?
Get-VM | select Name, State, Status
What happens if you stand up a new one for testing?
