can Azure Data factory in Commercial tenant be used with D365 in GCC

We are customizing D365 cutomer service for a health case management system that has sensitive PII, client notes etc. D365 is in the gov cloud.

The IT group wants the implementation team to use ADF in the commercial tenant. Are the issues in making a secure connection between ADF in commercial and D365 in gov tenants?

Second, what is the usual practice? Should the implementation team get ADF in the gov cloud subscriptiont?
