Can't sign up for developer account in the partner center portal

Hello

I'm trying to register as a developer via https://developer.microsoft.com/en-us/microsoft-store/register/ and every time I press the "Next" button I get asked to choose a state or province even if the field had manually input data, I don't get a Combo Box since my country is Mexico, I manually input the state and I still get the same error each time I press Next, even if the field isn't even mandatory.

And if I leave the field in blank I get an error code that apparently is network related, which makes no sense. I'm not using VPNs nor I have a firewall, nothing

Error code 2201.

Any idea on what's going on?
