add windows server essentials to domain?

I have windows 2019 essential in network management server. This is joined to a domain (DC is with win server 2022 in another server.) Now this essentials started to shut itself down once in a week because domain has too many users (according to log.) Doesnt the user limit involve essentials system not the domain? This essentials has only 2 users, even tough domain has much more users.

    Your 2019 Essentials must be a root domain controller that holds all FSMO roles to be compliant with licensing. (section 2b)
