Windows Updates... disconnect between Server Manager and sconfig

Hi,

Many threads on this subject in general, but I cannot seem to find one specific to this query....

On a Vanilla 2019 server (standard) build, Server Manager shows Windows Update status as "Install updates automatically using Windows Update". Sconfig, however, shows the status as "Download Only".

Why the disconnect, and which one should I believe...?
