How to build a custom Windows 11 image

We are using Surface Go 3 tablets for a client's application. As there is apparently no kiosk mode for these tablets, we are first upgrading to Windows 11 version 22H2 via WiFi. Then we go through a process of setting up a user account, installing our application, installing a PDF viewer, making changes to the taskbar and desktop, setting power/sleep options and doing a cleanup. The cleanup involves removing all unwanted applications, notifications, temporary files, etc, and anything that may try to access the internet. Finally we turn off auto connect to WiFi.

Is there a way to set up 1 tablet, and then copy the entire Windows image to a USB-c flash drive which we can use to update other tablets? We are trying to save time, but also need to know that each tablet is set up the same.
