I am preparing for MS-900 exam and one of the questions in the practice test I came across is:

A company purchased Microsoft Office 2019 for all its employees without an existing Microsoft Volume Licensing agreement.

The company needs to know which user subscription licensing (USL) option will minimize the cost while transitioning to Microsoft 365.

You need to recommend a licensing solution.

I went with Full USLs as it explicitly states that the company purchased Microsoft Office 2019 for all its employees "without an existing Microsoft Volume Licensing agreement." But the correct answer it showed me was Add-on USL. How can it be Add-On USL as it is only for customers with SA and SA is part of volume licensing. At best the answer should be Step Up USL if its not Full USL.
