why does put_DefaultOutboundAction fail?

Hello,
I am trying to use put_DefaultOutboundAction in order to stop all outbound traffic except for rules that I will create.
but the result I get is "HRESULT_FROM_WIN32(ERROR_NOT_SUPPORTED): The request is not supported".
I work on windows 10 and setting rules does work for me so I don't think it is a matter of privileges.
