Hi. I'm developer I want to know if it would be possible to sign my code for free. I mean has Microsoft a free tool to generate keys and sign my code? Thanks in advance.

2023-10-02T15:31:19.3233333+00:00 You'll need to buy a certificate if you need others to trust your EXE (trust via ordained 3'rd parties that all recognise), but if your users will be OK trusting a self-signed certificate you could generate one using the New-SelfSignedCertificate powershell command - instructions here.
I'm not sure how you'd integrate it with VSC, but essentially you need some post build step to run the signtool command on your built EXE/DLL. -

2023-10-02T15:42:03.96+00:00 I don't know what that is, but I suspect it's not going to be a recognised code signing certificate - you usually have to pay each year for them.
