What you have tried sounds thorough. Sounds like your left with having the user go to an area that provide WIFI to try.

We are in the middle of an MFA deployment at work. I'm assisting a user who is having issues getting registered for MS Authenticator. When he opens the app, at the bottom it just says "No Internet Connection". Trying to register for MFA via mysignins.microsoft.com will just give an error that says 'Unexpected error. Contact your local IT administrator to solve the problem. Error details: The Internet connection appears to be offline."
I'm working with him over the phone, so I have to trust the feedback he's giving me on the things I'm asking him to check. This is an iphone with iOS 16.
Nothing I did there got it working. Again he is able to use other apps needing internet access just fine. Short of a full phone reset, I'm at a loss of how to help him get this working.

So it turned out he had an old MDM profile from a previous employer on the phone. I had him remove that profile and he was able to get Authenticator working.
