My other half is not able to recover her password on hotmail account

Hi.

We are not able to recover my other half email address, because of we don't remember the password and we are not able to use authenticator app because she have changed her phone. so we are not able to change password since it is a two step verification. Could you please help us because she is not able to get any email anymore.
