Thank you for posting in this community.

SharePoint Migration Tool (SPMT) is a free and easy to use migration solution to help you migrate content from SharePoint 2019 to SharePoint Online.

You can refer this article to get start with SPMT.

However, Microsoft does not have tools to migrate content from SharePoint Online to SharePoint 2019. Since the content within SharePoint Online is stored in the cloud, if you wish to migrate content from SharePoint Online to SharePoint 2019, you can only download the content in SharePoint Online and upload it to SharePoint 2019.This operation is tedious, but it is the only way to do it.
