Third Party Application cannot see Azure Dynamic Groups

Question

I am using Quest Active Roles to manage Dynamic Dist Groups, my problem is that after i add my Tenant details in AR Console i cannot create dynamic groups. If i try to view, create dyanmic groups in AR it gives an error. I can however see Normal Dist groups, o365 groups and others just not dynamic groups. I believe this is a Tenant related problem as Quest Engineer was able to add his tenant and manage dynamic groups in his tenant using AR. The account i am using is a global admin.
