Information Rights Management (IRM) causing issues for Sensitivity Labelling in M365

IRM.JPGAs part of rolling out Sensitivity Labelling across M365, we are having this rather unusual problem with accessing documents labelled as highly confidential (with encryption controls) on the webapp/browser through both Teams and Outlook on the web.

We keep getting this Information Rights Management (IRM) pop up every time a document labelled 'highly confidential' with encryption controls is sent in an email and is then accessed from the web app/browser where the IRM is asking users to access the file/document from the desktop app instead. Not sure if it is a license issue or configuration or a bit of both really.

There is no picture attached, but I'm assuming it's the "known issue" of some IRM-related settings not being supported in the web apps.
