Is there a way to create an item rule based on column? i.e., if an item is moved to a certain column then specify an action.

You didn't specify what column you were referring to. But racking my brain of what you could be referring to, the only way I could think of doing an alert based on column value and using a custom query that returns a result of that column and it goes outside the expected bounds/range. If you're referring to something else like a dashboard component, the answer would be no. If you can't write a custom query for it, then an alert can't be created.

Thanks Ryan. I figured out how to achieve what I was trying to do in the end. Specifically, I wanted to send notifications to a slack channel when an item reached the "Done" column.

This can be done by setting up a subscription for items in the "Done" column and using the slack channel's email address to send to.
