    According to your description, I know that you want to stop adding personal account to Outlook 365.

    Based on my researching, I found that you can stop adding personal account to Outlook on mobile devices. And you can configure app configuration policy to achieve it.

    You can go to Microsoft Intune center > Apps > app configuration policy > Select Managed devices. In the Settings page, please select Configure email account settings Yes, configure Authentication type Modern authentication and then configure Allow only work or school accounts Enabled. The Outlook only can add work or school account. If the user has a personal account added to Outlook, the user is prompted to remove the personal account.
