Duplicate rows in cost export

I'm working with cost exports on a billing account level.
I'm working with the documentation here in order to create row IDs which should be completely unique.
The issue is that after generating the IDs I get many groups of rows (up to 5) with the same ID. The only fields the rows differ from each other in are quantity, effectiveprice, costinbillingcurrency, and unitprice (and the prices are always either the same price or 0).
The documentation clearly states that "Every record in your cost details file should be considered unique" so why is this happening?
Am I missing something?

2023-10-04T15:34:55.5133333+00:00 I've attached a PDF with a sample of the data (with sensitive data changed to ###. I verified that all those fields were identical across all 5 rows before redacting).
All 5 of those rows are almost identical (only difference are the 4 columns mentioned in the question) and receive the same row_id.

2023-10-05T19:55:31.3466667+00:00 @Anonymous Did you check the ResourceIDs for these rows? I wonder if you have 5 different resources (with different IDs) running in the same subscription/RG and emitting different quantity of usage.
