Trouble applying Custom Settings to SHB Image for Windows 11

I am having trouble applying my custom settings to the Secure Host Baseline (SHB) image I am creating for Windows 11. The process is similar to creating an SHB image for Windows 10, and I have followed these steps:

  • Opened Deployment Workbench
  • Selected and right-clicked Deployment Share v11.xxxxxxx > Properties
  • Checked that x64 is selected in the General tab
  • Inputted my custom settings in the Rules tab (Lockscreen, Wallpaper, Provisoner Accounts, etc.)
  • Checked that x64 is the platform in the Windows PE tab and that all other settings conform to my organization guidelines

After applying and updating the Deployment Cycle, I run SHB Toolbox.exe, but only the lockscreen setting is applied to the reference image. When I connect to the VM, the Administrator account populates (not Provisoner), and the desktop has the generic Windows 11 background. Can anyone help me with this issue? Please let me know if you need more information.

    Thank you for posting in Microsoft Q&A forum.

    Per the document, MDT isn't supported with Windows 11 or the ADK for Windows 11. So it may fail to apply the custom settings to the Secure Host Baseline (SHB) image for Windows 11 im MDT. Refer to:
