SharePoint search results not showing unless all pages clicked through first

Question

When performing a search on SharePoint, if the search results return multiple pages and a user selects a higher page without clicking on the prior pages first, no results show up.

Even though the URL for the page is the same as if the user clicks through each page one by one.

Results only show up if the user clicks through each page.

This issue occurs on some tenants but not on others, suggesting a setting may be causing it.
