Restricting Access to Outlook for Non-Enrolled Devices on Intune

I'm currently working on restricting access for users whose phones are not enrolled in Intune to ensure the protection of corporate data. However, I'm encountering difficulties in restricting access to the professional inbox in the Outlook App on mobile devices.

I attempted to create a conditional access policy following the guidelines provided here: [link], but it seems that Intune is blocking access and prompting users to install Company Portal instead of directing them to Outlook.

Could you please assist me in resolving this issue?
