Restricting Access to Outlook for Non-Enrolled Devices on Intune

I'm currently working on restricting access for users whose phones are not enrolled in Intune to ensure the protection of corporate data. However, I'm encountering difficulties in restricting access to the professional inbox in the Outlook App on mobile devices.
I attempted to create a conditional access policy following the guidelines provided here: [link], but it seems that Intune is blocking access and prompting users to install Company Portal instead of directing them to Outlook.
Could you please assist me in resolving this issue?

Also, require approve managed app is being phased out. 2023-10-06T01:06:04.4933333+00:00 I followed the steps as in this article but it doesn't work. The policy created didn't block access to Outlook App (corporate inbox) on the phone not inrolled. But it did when trying to connect to the inbox via web browser. I need it to be restricted for both. Can you please help on this, Thanks!

From your description, did you mean that it works on web browser, but doesn't work on outlook client app? If yes, please make sure that you select all under Conditions > Client apps.
If there is anything misunderstanding, please correct me.

And Yes, it works on web browser, but doesn't work on outlook client app. As you can see I selected everything but didn't work:
