The latter seems correct but it does not have the detail info as the former.

The first link refers to an Azure geography while the second includes all current Azure regions. Hyderabad is coming soon, which is why you don't see it mentioned in the list of Azure regions.

Both of these point to same information, the first link gives you regions about india when you choose "India" under geography.
Please mark this as answer if it helped.
2nd link, India South Central (Hyderabad) is not in the first link.
1st link, West India (Mumbai) is not in the 2nd link.
Can you explain this? Are they talking about the same region?

For me https://azure.microsoft.com/en-us/explore/global-infrastructure/geographies/#geographies is the source of truth, if it is not there then i do not recommend it as an architect.
The only thing that trumps it is the Azure portal itself, which is sometimes ahead of the marketing, if the portal makes a service available in a region then that stays and is not rolled back, eventually marketing also follows.

Where can I find a full list of Azure locations in India?
Within the context of an Azure service, the Azure Products by Region page contains the official list where we see Central India, South India, and West India:
We can also confirm this in the portal or by using a CLI command like az account list-locations -o table. If we omit the -o table, we get latitude and longitude which we can use to confirm the location:
India Central (Pune) - 18.5822, 73.9197
India West (Mumbai) - 19.088, 72.868
India South (Chennai) - 12.9822, 80.1636
One of the points of confusion here is the distinction between the Azure Geographies page and the Azure Regions page.
