How to create a Policy Tip warning for internal users sending to a specific group of outside recipients?

We have a policy that we are trying to enforce at the software level. The policy is that our users should only be sending emails to the provided email addresses not a specific group of peoples personal email address. Here is how i THOUGHT it would have worked:

EAC > Rules > The recipient is [address includes any of these words] > Notify the sending with a policy tip.

But the policy tip does not work with the [address includes any of these words]. Suggestions on how to achieve this?

    I would just block their ability to send to users with a transport rule

    The policy tips apply to a DLP policy however.
