Offline Authentication on domain controller and CachedLogonCount 0

Hello, I have recently installed an active directory on a windows server 2016. I want to disable authentication cache on my windows server to disable offline authentication. I set in the registry cachedlogoncount to 0, I created a user and put him in the administrator group and protected users group, but i can always login even when I'm offline. Usually if a user is in protected users groupe he cannot authenticate offline.

Can you please advise about how can I make that work and what are the reasons authentication is always possible offline event though cachedlogoncount is 0
