In case you have another administrator account, your PC is part of domain or you have Microsoft Account, you could reset your password or follow steps to recover password. However, you could not reset password in Safe Mode or Windows Installation Media. You may reinstall Windows and setup a new password but you will lose your old data. Hello

Usually we may need to perform a clean installation if we forgot the admin password.

Since you have physical touch to the pc, try to boot into WinRE with a installation media. Choose “Install”, "Repair your computer" then choose "Troubleshoot", "Advanced", "Command prompt".

Run "net user administrator /active:yes", this will enable the built-in administrator account. Reboot then check whether you can login with the administrator account. If you have enabled the built-in administrator account and set a password. I am afraid you may need to perform a clean installation.

If there is important data in the C drive, you may need to boot into PE mode (or winre) to make a backup of the important data. Or take out the hard drive then connect to another pc (you may need sata to usb convert cable)
