Assigning graphics settings for an application in the Windows Settings not work as expected within RDP sessions

The enviroment is a bare metal on windows Server 2022[Microsoft Windows [Version 10.0.20348.1970].
The sever has two graphics(intel and nvidia).
After setting the application use Intel graphic, open the application and find the info in taskmgr, still using GPU1 which is NVIDIA.
But, it's not always like that.
After kill all the sessions, try 4 users(all set graphic in settings). Sessions use different graphics.
