I am working to Install SQL Server 2012 on Windows server 2019. Can you provide steps to combine sql server setup with SP4, so it can be run on windows server 2019.

You would first install SQL 2012, and then apply Service Pack 4. Are you running into problems?
I have not tried installing SQL 2012 on Windows Server 2019, but I have successfully installed it Windows 11.

Please post the error logs.
The location by default is: C:\Program Files\Microsoft SQL Server\160\Setup Bootstrap\Log
There is a summary.txt file and many subfolders created every time the Installation wizard is started. In those subfolders, we can find a Detail.txt file.
