System Center licensing for Azure

Hi,

Anyone understand the licensing for System Center if we want to use it for Azure? Partners keep giving us core based licensing which doesn't make any sense in Azure.

A Microsoft page refers to 2012 Standard covering 2 OSE and Datacenter covering 8 but the latest licensing PDF just refers to cores with no mention of OSE count at all.
