Azure subscription issue

I am trying to create an Azure subscription and I am stuck with the below screen, I have tried to contact Azure Support via twitter and they have asked me to raise a support ticket. someone from the support team responds but even after replying 3 times and waiting for over more than 24 hours, there is no reply from the support team. Doesn't Support team of azure not want clients to create subscriptions? how long does it take to resolve this issue? what are the other options I have? should I move to gcp or aws?
