Email address that is associated to learning account does not have the certifications

I am trying to connect my certifications with Partner Center but it is not showing anything in the skills. I created a ticket with Microsoft Partner Center and they advise that my learning profile linked with partner center doesn't have license. My learning profile connected with my personal account that I also linked with the business account. However it is not working. Could you please advise how to switch the learning center linked account to business account?
