Here are a few things to consider:
- Have you configured your RDS license server and its licensing mode under group policy “Computer Configuration -> Administrative Templates -> Windows Components -> Remote Desktop Services -> Remote Desktop Session Host -> Licensing”?
- Can RDS server contact License Server? Ensure there are no firewall rules blocking communication.
- Make sure the Cals installed are compatible with license server and session host.License your RDS deployment with client access licenses (CALs) | Microsoft Learn
