cal rds problem

Good morning, we have 4 cal rds installed on a 2012 R2 server. but they are not taken into account, that is to say that when we try to connect to more than 2 sessions in tse we have this message at connection: "select a user to disconnect before you can log in." And if I look in the license manager I have no license issued and yet 4 licenses available. regarding the license diagnosis I have no error

     Hello,

    Here are a few things to consider:

    1. Have you configured your RDS license server and its licensing mode under group policy “Computer Configuration -> Administrative Templates -> Windows Components -> Remote Desktop Services -> Remote Desktop Session Host -> Licensing”?
    2. Can RDS server contact License Server? Ensure there are no firewall rules blocking communication.
    3. Make sure the Cals installed are compatible with license server and session host.License your RDS deployment with client access licenses (CALs) | Microsoft Learn
