Cannot release message in https://security.microsoft.com/quarantine

We trace the messages sent from ******@sherwin.com to @hempel.com. For the similar messages, some of them are put in Quarantine. When we tried to release them in Quarantine page, it does not allow. My account is ******@hempel.com. I can confirm it works for me before 11-Oct-2023, and now it cannot. Also, we cannot find the option to send the message to Microsoft to review. Please investigate.

    Hi ,

    To troubleshoot this issue, please confirm the following information:

    1. Check that the current account is a member of the Global Administrator, Security Administrator, or Quarantine Administrator role groups.
    2. Are there messages from other senders in quarantine? Check if other quarantined messages have the same problem?
    3. Are there any other global admins in your organization? If so, let them take action to see if the issue persists.
    4. Try connecting to Exchange Online PowerShell using the command to release it:

     

    Get-QuarantineMessage -MessageID "<******@contoso.com>" | Release-QuarantineMessage -User ******@contoso.com
     
    

    In addition, there is a workaround to submit this message to Microsoft for analysis.

    I find out the cause of the problem. One of the roles is removed. I assign the role "Security Administrator" to my account and now it works again.
