To troubleshoot this issue, please confirm the following information:
- Check that the current account is a member of the Global Administrator, Security Administrator, or Quarantine Administrator role groups.
- Are there messages from other senders in quarantine? Check if other quarantined messages have the same problem?
- Are there any other global admins in your organization? If so, let them take action to see if the issue persists.
- Try connecting to Exchange Online PowerShell using the command to release it:
Get-QuarantineMessage -MessageID "<******@contoso.com>" | Release-QuarantineMessage -User ******@contoso.com
In addition, there is a workaround to submit this message to Microsoft for analysis.
