HLK Testing - Flush Test Failure

I am attempting to get our driver pass the HLK Testing so we may submit it to microsoft for signing. I am however running into an error with the flush test that I am not understanding and have so far been unable to fix.

The parameters I think are right, I believe the proper outlet is Outlet Group 1 and I am using the provided default OID from the HLK controller when running the test. I know the Power Unit IP is correct as I was able to pull it from the PDU which is a SMX3000RMLV2UNC Model from APC.

The provided image is the error I get no matter what I do, it fails rather quickly into the test.

Does anyone know possibly what I am doing wrong here and where? This is the last test I need to figure out in order to get this sent off for signing.

    This issue has been resolved. The problem was the parameter OUTLET. This parameter should only have a numerical value.

    We are not running into another issue. It appears as if the PDU is denying the client the rights to issue commands and thus not cycling power.
