SSPR Licensing for Education

I'm trying to understand whether our current licensing is a blocker to us using MS SSPR.

We're an educational institute. Staff have Azure AD Premium P1 licenses, students have Microsoft 365 A3 for students use benefit. I understand this licensing is fine for SSPR.

However, we have a vast number of 'applicants' who have accounts in our tenant, but no license assigned. Will these users also be able to use full MS SSPR?

We use AD Connect to sync passwords between on-premise and the cloud, if relevant.

    Hi! You are properly licensed for using SSPR as SSPR is included in the Free tier of Microsoft Entra.

    For any users that are synced with your on-premises Active Directory, they will need to be licensed with a Microsoft Entra P1 license. Providing the user are SSPR ready, SSPR is enabled and password write-back is also enabled in Microsoft Enta Connect, all should be fine.

    Users who are not licensed should be licensed if they are going to benefit from the features to comply with your agreement with Microsoft, but they won't be physically blocked...
