Provisioning failed while creating Azure SQL Virtual machine with High Availability

Provisioning is failing with the message "The specified directory service attribute or value does not exist" when attempting to create SQL virtual machine with high availability.

Progress:

  1. Virtual Machine gets created
  2. Joined to the AD domain
  3. IaaS SQL extension installed.
  4. Failing during the configuration of Agent with RP Plugin failed reporting the above error message.

we have tried creating them over portal, powershell & OS - windows 2022 and 2019. every attempt is failing with same message.

with respect to pre-requisite - except the domain controller its not in the same VNET but on Hub/Spoke model.

Any assistance / guidance will help.
