Cannot connect to Oracle using public IP on 1521 - Redhat VM

I have configured security for VM, inbound port, source : any source, (tried any port and 1521), destination: any, and 1521. I am still not able to connect to oracle on 1521. Oracle listener is configured, successfully tested using tnsping and connected using TNS alias on server. No firewall.
