What is your account type (Exchange, IMAP or POP)?
Does Outlook Web App have the same problem?
If you try to open these 0KB attachments, can they be opened? I want to know whether they just display as 0KB, or the content has indeed been stripped.
In some cases, there are many reasons for this issue, try these possible troubleshooting steps:
- Considering the impact of some add ins, it is suggested that you try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.

- Update your Outlook to the latest version. Microsoft has implemented a new attachment saving feature set in Outlook that resolves many of the scenarios that cause attachment saving issues. By updating your Outlook to the latest version, you can benefit from these improvements and fixes.
