Saving Attachments from Outlook not working

Our user mailboxes are migrated to Exchange Online. We have a hybrid deployment. We have had several users having issues saving attachments in Outlook. Users are saving to a network share. Different network shares. Users have been saving to these shares for years.

If the user right clicks the attachment and chooses "save as", they will get a 0KB file. Sometimes it works if user tries again. Some users say it never works. If the user clicks file from the outlook menu, "save attachment", it works. September 2023 patches were deployed about 2 weeks ago. We also have Teams. I know a Teams patch cause issues with saving the .msg file a few months ago. We are using Outlook Client 2016 16.0. 5413. Any known issues with the patches? How do I troubleshoot this? Thanks.

    To better address this issue, please provide more information:

    What is your account type (Exchange, IMAP or POP)?

    Does Outlook Web App have the same problem?

    If you try to open these 0KB attachments, can they be opened? I want to know whether they just display as 0KB, or the content has indeed been stripped.

    In some cases, there are many reasons for this issue, try these possible troubleshooting steps:

    1. Considering the impact of some add ins, it is suggested that you try to start outlook in safe mode(win+R>type: outlook /safe) to check whether it works normally.
    2. You can also perform a clean boot to determine whether background programs are interfering with Outlook: https://support.microsoft.com/en-us/topic/how-to-perform-a-clean-boot-in-windows-da2f9573-6eec-00ad-2f8a-a97a1807f3dd.

    An office update was causing the issue.
