    Please check the Azure Service Health page for more details on this issue and for a work around.
    Impact Statement: Starting at 00:00 UTC on 15 Oct. 2023, you have been identified as a customer using Azure OpenAI Service who may experience issues performing service management operations (such as changing capacity) on existing deployments that are using the following models. These models may incorrectly appear as disabled on OpenAI Studio and will not allow you to edit them:

    • gpt-35-turbo, 0301
    • gpt-4, 0314

    Data plane operations (such as using inferencing using API calls) should operate as expected.

    Workaround: Customers can now create a new deployment using any model, which should work as expected. If you require to use the same deployment name, you need to delete the old deployment first.

    Current Status: We have determined that a code defect had caused the impacted models and any new deployments to be disabled for the customers. To minimize the impact to customers, we have developed and verified a hotfix and are now in the process of rolling it out in stages to all affected regions.

    We anticipate this action will take some time as our team follows our Safe Deployment Practices (SDP) to ensure a safe and effective implementation. We expect the hotfix to be fully deployed by 04:00 UTC on Oct 17, 2023. The next update will be provided in 4 hours, or as events warrant.
