2) No. Microsoft does not enforce licensing requirements in code for many of its products. That doesnt mean that it's OK to use a given product without a matching license, you're still in violation of the license agreement.

Hi,
We have a client who is trying to reduce cost on SharePoint licensing.
In the process, we found that we could still share sites to internal users without a license assigned. These users are able to do edits without any restrictions.
Two questions here:
- Is there a limit on how many internal users can be using SharePoint without a license?
- Is this legal from a license prospective?
