New AD Computers experiencing Start Menu/Settings being "Blocked by your system Administrator" irregularly

Greetings - Thanks in advance to reading!

I'm part of a systems admin team experiencing an irregular issue with new devices taking on completely new AD names experiencing an issue with basic Windows functions (mainly Start Menu and the Settings) being blocked by system administrator. These computers usually are freshly imaged and usually experience this issue after being moved out of the default OU the Task sequence sets them in. It's been an off/on issue and doesn't seem consistent in the devices. My team is fairly certain there's no Group Policy setup that locks, although we do have a custom taskbar/start menu that gets deployed in all our task sequences. I believe this has been on Windows 11 devices mainly.

I've spent time with these systems and can't seem to find anything in event viewer or imaging logs.

It's been suggested maybe Windows windows SmartScreen is blocking our Start Menu/Settings, but I'm not sure of the validity of this.

The only consistent solution has been to delete the object from AD and image the device with a different Hostname -which isn't addressing the cause.

Any advice or suggestions is apprecaited and I'm able to provide various logs/screenshots as needed.
