NTP server time and windows time server changed

now:2023.10.17

but ntp server time is 2004.03.01,I use this ntp server to change my windows time,succeed ,time turn to 2004.03.01,but I restart windows time server ,My machine time has changed to 2015.08.01,WHY?windows is 2016 server standard

    You mentioned above the time was set to year 2004 and it changed to year 2015 but beyond that we don't know. What problems are you trying to solve?
