Failed to install MSU update on Windows Server 2016 Std

Question

The issue:

I am very new to IT and encountered an obstacle in updating Windows Server 2016 Standard to a version that supports the Azure signing code feature.

Error facing:

The error "This update is not applicable to your PC" appears when I try to install the MSU file KB5006669.

Tried methods to resolve:

I tried running the sfc /scannow command, but it found no errors. I also tried running the DISM /Online /Cleanup-Image /RestoreHealth command, but it also found no errors.

As of 9/12/2023, KB5006669 is no longer available from Windows Update, the Microsoft Update Catalog, or other release channels. We recommend that you update your device to the latest security quality update for Windows Server 2016 Std.
