Does Azure ARM APIs use OpenAPI specification?

I realized that Azure ARM extensively uses JSON Schema. For e.g. https://schema.management.azure.com/schemas/2014-04-01-preview/deploymentTemplate.json#

So I was wondering if the Azure REST APIs adhere to some sort of specifications viz., OpenAPI (being popular) or otherwise?
