how do I convert Visio files to PDF and retaining the layers?

hello . I am creating Visio documents with multiple layers. i then convert these documents to PDF so other colleagues can use them but they need use of the layers as well ?

is there anyway of changing to PDF and keeping the functioning layers...it keeps flattening the image
