Azure Pipeline fails with Strange Error Every time

I am trying to run Terraform code inside Azure Pipeline, The release pipeline gives strange errors (SS below):
I have tried every MS hosted agent type- ubuntu, windows, mac from last 3 days, I have also tried all their versions- but no luck. Till last week it was all working fine.
The funny thing is didn't even find any relevant tags to add to this question. had to add Azure storage account tag

as I am getting these errors in self hosted agents as well
