Have you tried to run it as administrator? Please check for your Windows Update and download the VS bootstrapper file from the page to try again.
Please try to run the vs_installershell.exe file to launch your Visual Studio Installer: C:\Program Files (x86)\Microsoft Visual Studio\Installer.
If you are using a firewall or proxy server, please refer to: Set up Visual Studio behind a firewall or proxy server and add the Microsoft Domains to the allowlist. Then, move the bootstrapper file to a clean folder on another drive and retry the installation.
If it persists, please go to %temp% folder and find the dd_bootstrapper_xxxx.log to share here.
