Can you be more clear on your ask here?
Do you want to add a user into a tenant or RG? And do you intend to use only Powershell?

Install D365 CE – Field Service and related applications but will need Power Platform Admin rights (assigned or someone who has it) to get this done

Create D365 DEV and Test environments
