Exchange 2019 CAL question

Question

Say I have a 2019 Exchange on premise installation with 20 user CAL's and 20 mailboxes.

Are there additional CAL's needed to be purchased for those 20 mailboxes?

If a user accesses their mailbox from a computer and phone, would I need 2 device CAL for that user?

Does exchange require an external connector license?

My understanding is: If you are using user CAL, you do not need to purchase additional CAL and device CAL for the mailbox. Because one user CAL allows multiple devices.

Microsoft offers a device-based CAL (Device CAL) or a user-based CAL (User CAL) for purchase.
