DNS conditional forward using NSLOOKUP

Hi,
Running multiple Windows Server domains, all on the highest functional level with server 2022 installed. Using MS Integrated DNS services. My question is about conditional forwarding

On domain batman.local i have a host named joker.batman.local with ip 10.11.12.13
On domain superman.local i want to create a conditional forwarder 12.11.10.in-addr.arpa
The masterserver in this conditional forwarder is a DNS server in batman.local

When creating this conditional forwarder from the DNS Manager GUI i get an error

A problem occured whily trying to add the conditional forwarder. Z zone configuration problem occurred.

There is no overlap is zones and there is no firewall issue.
I have tried the same steps with powershell which came back with the error "Failed to create zone" but i'm unable to find why.
