Seems issue is resolved now as finally provider registered for me on 5 subs

Nothing more to say another day another time azure provider stuck on registering/unregistering for multiple subscriptions...

It seems like you are having trouble registering the Azure Resource Providers for 'Microsoft.PowerBIDedicated' and 'Microsoft.DBforPostgreSQL'. Registering a resource provider can take some time.
Can you share some screenshots of the issue?
